Kerio Personal Firewall
Kerio Personal Firewall 2.1.5 (last freeware version)
OS: Win98/Me/NT4/2000/XP
Kerio Personal Firewall is a small and easy to use system designed for protecting a personal computer against hacker attacks and data leaks. It is based on the ICSA certified technology used in the WinRoute firewall. The firewall itself runs as a background service, using a special low-level driver loaded into the system kernel. This driver is placed at the lowest possible level above the network hardware drivers. Therefore, it has absolute control over all passing packets and is able to ensure complete protection of the system it is installed on.

Free is always good and I used zonealarm for many years. However, today many of the most notorious programs will shut down your software firewalls and then have acess to the computer. Today the best bet really is a router, by design its a great firewall although not free you can probably find great deals online. Even if you don't need the wireless or multiple computers connected it may be worth it .
No, it's not safe. Antivirus + Firewall is important. Trojans, unsafe wintendo services, worms, ..., ....
There are ways to bypass NAT (your router), and Wintendo will probably never be totally safe to use ( trusted computing aside).
A real hardware firewall (like IPCop mentioned above) increases security, but wintendo can still mess it up.
:thumbsdow Zonealarm is only okay, about as effective as Windows firewall.
Better: Sygate Personal Firewall. Version 5.6 was the last version before aquired by Symantec.
DaLabrador is correct, you really should use a software F.W. along with your hardware F.W.

On my older computer that is running windows 98 I have zonealarm and lately when I get the updates that pop up to be installed, I try and then get message not compatible with windows 98. So I don't know if zonealarm is giving up on windows 98 or if there is something wrong with my computer settings.
