Beware that laptop hard drives are much more expensive than desktop versions.
You'll want a fast CPU. I recommend the AMD64s, since I've found them faster than the old 32 bit CPUs and you'll be sure you're getting 64 bit. (AMD goes right to the point by putting "64" in the logo!)

BTW, from my OpenWRT development days, I can tell you that OpenWRT can take about 10 minutes to compile on a 3000+ Athlon 64. Of course, OpenWRT is still a pretty big program.

Really any decently equipped computer will be just fine for programming. if you are doing anything such as java, JSP, PHP, C, you should take a look at eclipse. it is some what daunting to learn at first but once you gain a basic understanding of it, there are some real time saving features in it.
