I am trying to eliminate a program or whatever was install into my laptop that pop-up ads randomly when I start IE. I try to delete programs related to this but it is still there. I saw once a window stating that this was install on request but I know better than that (other people may have accessed this laptop to download stuff) The window was called Best network ads or something like this. I ran several pop-up blockers and disable Messenger but still when I start IE it pops-up. I am trying to avoid re-building this laptop at all cost. Any clue where I should look to get rid of this?

I know but it isn't really my laptop and that is what they know and use. I will if I have to but I would rather eliminate what was done and move on other means after.

Its most likely spyware and based on the symptoms it could be fixable...or not.
Sometimes spyware gets in so deep that it just plain gets impossible to remove (spending hours and hours and still its not gone). Try running a few spyware cleaners like Windows Defender, Spysweeper, or my personal favorite, spyware doctor: http://www.pctools.com/spyware-doctor/
That should give you a good start at trying to remove the spyware :)
At one time I somehow got spyware that kept showing p0rn ads. (Don't ask me where it came from, I've never been on any p0rn/illegal/bad sites and never will!) In the end there was nothing I could do but erase the whole HD and start all over.
(BTW, I spelled it with a "0" instead of an "o" so it doesn't get accidentally tagged by filters.)

I use several applications to search out nasty stuff on my laptop and home PCs. Currently using OneCare as my routine protection but the following programs are all used monthly:
SpyBot S&D - not as good as it used to be but reliable
Yahoo - generic protection from my service provider
Symantec also do an on-line support service that may be worth a try. MS do a malicious software removal tool (it should have been downloaded with patches)

Ad-Aware will take care of it for you more than likely. its excellent and there is a free version. i found tons of data mining cookies on my works computer.
Hello everyone and thank you for the tips. I finally opted for WinOptimized platinum 3 and AntiSpyware from Ashampoo. It did the trick. Everything is running fast and normal again.

Ok I have a question for you guys, I recently started getting popups and I think I can trace them all to this Win32 antivirus stuff that IS NOT INSTALLED on my computer, I believe I have a trojan from it as well. Im in the process of scanning the PC with Norton, and have already scanned the PC with Ad-aware, spybot, and avast antivirus. If norton doesnt do the trick what do you guys reccomend?? I think i got it after downloading a keygen...dont ask for what...we'll keep that on the down low.
