I doubt there is one that is free.
But myself along with schrags11(look at his sig) use it a good bit.
The program is called cool3d made by ulead.

You can also make .swf files (flash) that are sooooo much better than gifs. Gifs are only 256 colors, Flash is 65 million, u do the math.;)

you cant use them for avatars or put them in your sig though

i used a simple little gif maker for my avatar its called unfreeze, although you have to make each frame and it has to be in gif format to begin with
