At work, I'm hosting an internal web server using my WinXP Pro box using IIS. Very simple and easy to use.

IIS or Apache on Win XP Pro. Both work well.

try IBServer. It combines PHP, mySQL and Apache on one VERY VERY VERY easy to use platform. Search google for IBServer. (BTW, PHP and mySQL could allow you to run something like these forums on your pc)
