Japanese Internet vs. North American Internet (pic)

Just wondering can that be true?

If you are asking if download speeds vary, then yes.
There are a lot of factors that effect how well your internet connection works.
The speed of the connection itself, the traffic, your computer, the time of day, how you hold your mouth, the physical hardware connecting to your house, the cables or fiber optics in your street, etc etc

Currently here in Germany, I get average speeds 3 times faster in my hotel than I do in the office, which is 3 miles down the road, even though it is connecting via the same ISP.
The hotel is quite new and was built with the internet in mind, the office is in a shipyard and has old out dated infrastructure.
The local ISP is providing an identical service to both.

Out here in the boonies i am lucky to get 5mbs/sec which is still fast enough for me. Im lucky to even have cable on my road. This morning its a little cold so im getting more like 3-4mbs/sec. I even had a cable repair guy say that the infrastructure on our road is so old that the weather affects it a lot.

But, get into the nearest town and people are getting over 7mbs/sec with the same ISP and same package deal.
