lots of different questions here, ill try to help.
first, when outlook is installed on a computer, it takes over and decides what is the default email client on the machine. this setting is in (outlook) tools \ options... then click the "other" tab, and in the general section of this dialog box, you can check off or un check "make outlook the default program for email, contacts bla bla bla program." simply uncheck it if its checked... done
also, after you do this, close outlook and open outlook express to see if you get any messages from outlook express complaining about default email clients. if you do get some message referring to default email client at this point, make sure you tell outlook express that it is the default email program AND CHECK OFF "dont ask me again." the same mentality applies to outlook. after you verify outlook express, close it, then open outlook and if you get a message saing outlook is not the default email client would you like .... CHECK OFF do not ask me again, and say no, i dont want outlook to be the default email client. sorry, i dont remember the exact dialog that pops up, but thats what you do. from now on, you should be in good shape... done
the problem with franklin covey is that you cannot sync with the device, at least not that im aware of, through activsync (maybe you can, im just not familiar with franklin covey stuff... or franklin covey pocket pc client software... and i like outlook:)

rather then investigateing, you should invest :) in macecraft jv16 powertools.... its by far the best windows registry/file/everything maintenance program... i use it on all my client machines here at work, and on my personal windows based computers at home. i especially like the registry cleaner functionality, the start menu fixer, and the file cleaner (temp files and the like). its definitly worth the money long term, especially on an old machine, or a heavily used windows machine. jv16 is a must have for windows computers. i could get into windows utils that are must haves, but thats for another forum :)
im huge into rss feeds, and in my experience with many agregators, i personally like pluck (free) dont use it anymore however... uses internet explorer or firefox as its interface, shows up/is accessed on the side toolbar.
i dont use pluck anymore, i subscribed to newsgator, which is totally awsome. its a paid early subscription, the benefit is that it keeps all my computers synced as far as what i have viewed/havnt viewed. or you can access your rss feeds online @ newsgator.com. i really like it, and i can sync to my pocketpcs with newsgator go! for windowsmobile. (and they have an outlook plugin).
reinstalling office has no effect on outlook express. outlook and outlook express are two different animals. its always a good idea to back up your email anyway, so either way you should do so :)
