Controlling your documents on the Web

This is definitely not a PDA question but since there is a lot of computer and software knowledge here, I am going to throw this question out and see if it comes back to me void.
And if any you screw up the wiring in your house, feel free to throw a question my way.

I, really my wife is looking for away to be able to put a form on the web in away that you can fill it out, but not download or print it. You can start filling it out in one session and come back to it later and fill it out some more, and keep on coming back until you finish it.

Also, out of curiosity is there away to put a document out, that you can download, not print, and it will self destruct after a certain period of time.

I am thinking of getting a maxtor fusion drive to host these documents.

Any ideas?
