Since you mentioned C/C++, just download Microsoft's eMbedded Visual C++ 4.0. It is free to download from Microsoft's website (yes, that's right, a Microsoft IDE is actually free :p). This will allow you to develop apps for Windows Mobile 2003 devices.
If you want your apps to work on BOTH PocketPC2002 and WindowsMobile2003 devices, download eVC 3.0 instead of 4.0.
If you want to go with VB.NET or C# (which it sounds like you won't with your background), then you'll need to purchase Visual Studio .NET 2003 or higher.
Oh, and with any of these development environments, be sure to download the SDK from Microsoft's site as well.
