This is the Microsoft Mobile developers site, you can download all software here for free or you can order a cd which all software and resourses as well.

If you are interested in programming the PPC in C or C++, I would also recommend the book Programming WINDOWS CE.NET by Douglas Boling. It has great example programs, and covers both basic and advanced programming.
It is geared toward programming the straight API, not the .NET framework.
