You still need a floppy drive, what if you need to transfer a few small files from an old computer that isn't on a network, and does not support usb, your thumb drive is obsolete in that case, and so is burning a cd with the files. The floppy drive would still do the trick.
And besides boot disks on floppys and not cd's are more versatile, and you can re-write them very quickly, no burning program, or process required.
