Hmm. I never put him under the catagory of "human". Mostly unsubstantiated, but I think that he is working for another galactic mega-corporation competing with the Combine. To me, that's all they seem to be. A rome like mega-corp (by rome like, I mean runs off of a mostly slave economy) that must continually expand or collapse in on itself. This other corporation hired his "firm" to eventually bring down the combine. Xen never seemed like it was too industrialized, but how much of Xen did we truly see?
Honestly, I think Half-Life 3 might actually explain some things. I think we might see the other mega-corp, with the G-Mans firm hired by the Combine due to your ability to, ahmm, get results. At some point, I think Gordon is going to break free of the G-Mans grip and start doing things on his own. How that will happen, I have no idea, but I think it will happen.
