Yes, if you just want to turn on wifi, the surest thing is to run the dell wlan utility. The wireless on/off button maps to \windows\wirelessonoff.exe. As you can tell from the name, it's pretty non-specific on what it turns on or off. What it does is toggle between all wireless off (wifi and bluetooth) and your previously-on wireless component on (be it wifi, bluetooth, or both).
While I have found a simple utility to quickly toggle bluetooth, I haven't found one for wifi. Instead, I got myself a copy of skschema and created scripts to let me toggle wifi or bluetooth on and off with a click of a shortcut.
