I have the same problem. I emailed Sandisk Tech Support and to my surprise they emailed me back twice in two days. My AXIM came with pc2003 and the sandisk card setup was for pc2002 as we all know, then they posted the 2003 drivers but no utility for it.
So here is what Sandisk is suggesting to try, unfortunately I'm out of town and do not have all that I need to try this but maybe you can. Keep us posted if you try it.

The problem you are running into, could be the result of installing drivers of
different operating system on your PDA. what you need to do is remove all the
drivers and then install the ones that you need ( pocket PC 2003). Effectively
we donot have the utility for the Pocket PC 2003. we only developed the drivers.
you are using the utility that came on your PDA. If you have a hard time
removing the files , follow the steps below to remove them :
1. Go to Start -> Programs -> File Explorer
2. Navigate to your Windows/Startup folder
3. In that folder, you will find a shortcut named WLU.cpl
4. Delete this shortcut.
5. Soft reset your pocket PC
6. Go to Start -> Settings and select Remove Programs from the System tab to
uninstall the Wireless LAN software
7. Uninstall should complete without any errors. After a soft reset, you will
now be able to successfully reinstall the Wireless LAN card.
