VPN's normally require the sending, receiving, and authentication of an encryption key undere IPsec. Regular data services normally assign dynamic IP addresses per connection which makes that unuseable. If you are using standard data services, you may call up your cellular provider and ask them to transfer you to an APN which supports VPN connections (secure data connectivity) and you will also be assigned a hard-coded IP address.
I don't know what Sprint uses, but T-Mobile's APN's are:
Public Data APN: internet2.voicestream.com
VPN Data APN: internet3.voicestream.com
The APN and IP configuration can be sent to your handset directly by your cellular rep and automatically installed when received as a text message, or you can manually program it when you receive it.
If you are using the voice-only circuit (Dial-up as opposed to GPRS), the VPN goes straight through as it tunnel's IPsec through IP as per the setup of your PocketPC's VPN client which has its own permanent IP address separate from the dynamic IP address of your internet connection.
