Not usually.
For example, I have cable broadband in my house. I just attached a cheap "wireless access point" from amazon (about $60) to my home network and that is what provides access to my axim via a 802.11b wifi card in and around my house.
Many coffee shops are providing WiFi (another name for 802.11b) access for free, or not for free. Starbucks for example uses the company T-mobile to add WiFi access points to their coffee shops, and you have to pay T-mobile for access.
Many universities are putting WiFi access points all over campus, but they are generally not available for access to the public and institute some kind of minimal security measures to try to make sure that only paying students use the network.
That is what WiFi is. There are other ways of getting online that are not WiFi, such as connecting through a cellular phone service provider, but type of access varies depending on the company.
Also, there is a fledgling movement across the world to put WiFi access points all over the globe and provide access for free, but it will probably be quite a few years before that is a decent option to stay online all the time.
