Okay thanks to some perserverance and help from a very helpful o2 technical guy I got it to work...
Go to Connections->Bluetooth settings->manage existing connections
Under the proxy settings tab

Check the "This network connects to the internet" box
Check the "This network uses a proxy server to connect to the internet" box
Click on the Advanced tab
For all of the Server addresses use: 193.113.200.195
For HTTP port is 8080
For WAP port is 9201
For Secure WAP port is 9203
For Socks port is 1080
click okay to go back to the main bluetooth settings screen
The proxy address should now read 193.113.200.195
***** now for the fun...
On the model tab create ( or edit ) a new modem of bluetooth dialup type
Standard screens for a bluetooth dialup modem...

Some additional information to the above.
It appears that with Cingular the type of phone doesn't matter for the settings,
it's the type of support built into the phone, the type of connection you are making,
and what your plan allows that does.
From what I've seen there appear to be several levels to thier service (and charging ... of course)
1) data by the Kb, you will be charge $.01 per Kb if you do NOT have a data plan
in place. All you need is a normal phone contract, a GPRS capable phone (aren't
they all these days), and be in a GPRS service area.
2) data by the month (limited by #Mb or unlimited) this is usually covered by the
"Multimedia" data extension to your plan same as above otherwise.
3) EDGE data/tethered modem use - 3G technology only on certain phones
(Blackberry 7130c for example)
For the first two the above settings are correct
If you have set up a "tethered modem" extension on your plan and you have the
"edge" extensions available on your phone you can get the higher speed
connections via the setup of
Dialing number: *99***1# <- same
User name: ISP@CINGULARGPRS.COM
Password: CINGULAR1 <- same
Domain: (leave blank) <- same
Extra dial-string modem commands: AT+CGDCONT=1, "IP", " ISP.CINGULAR"
A couple of extra Hints -
a) set the modem speed to 115200, this is actually used as the maximum speed,
the network will toggle you down to it's usable speed. Be prepared for SLOW on
GPRS...
b) be sure to turn off any "wait for dial tone" settings, it'll never connect.
c) these settings work with laptops as well, the exceptions are you need to set
things in two places (in XP). The dialing number and username and password go
in the network connection dialout setup, the extra dial out string goes in the
phone and modem setup.
This information was from Cingular Data support over many hours of muzak on
several ocassions while setting up clients "new easy to setup data ready" devices.
(don't you just love marketing ...
only thing they were ready for was the frustrated
client to throw them out the window.
Oh well.... )

16) You will be connected when there's no error message. A box will appear in the upper left corner of the Razr and the screen will tell you: "GPRS ACTIVE".
WELL DONE!!!
IT'S CONNECTED AND YOU CAN NOW SURF THE NET WITH YOUR AXIM!!!

I followed these instructions, and my axim51v when I tested the connection, I was able to connect to gprs on my phone, a SE w810. However, when I attempted to open a web page on my Axim, instead of loading a page, the bottom message says "Locating..." and the page doesn't load. Can someone please help me figure out what's going on? Much appreciated.

How about GPRS CF card settings?
Dear Axim friends,
I am trying to set up internet connection through a CF GPRS card with unlimit GPRS plans from service provider but they can't set it to work, here is my hardware / software config:
Dell Axim X51v ROM A12 (A01 version machine)
Panda PM828C GPRS CF Card (Tri band)
Sim Card with gprs service
WM5.0 hard reset with no other 3rd party software install
1. I plug in the gprs card into CF slot.
2. I tap the "The Internet" when the wireless seetings pops up.
3. Named: gprs
4. Select Modem: GPRS_Modem (Which did not show if I have not plug it in)
5. Enter dail number: *99#
6. Tap next and tap "Advanced..." button.
7. General - Baud Rate: 115200
8. TCP/IP - Use server-assigned IP address (and no box are tick)
9: "Port settings" and "Servers", no settings changes.
10. "OK" and "Finish"
11. Tap hold and "Connect" the gprs: blank for username, pwd and domain.
I see Connecting....

The answeringmodem has disconnected. To

Hello all. Finally got my GPRS connection to work with the gprs CF card, it was something to do with the software on CD thats not updated and the extra dial-string settings should be as follows: (Hong Kong Peoples Network)
+cgdcont=1"ip","peoples.net"
So good I can Skype anywhere now.

Hi I am also considering the Panda GSM GPRS card to use with the HK Peoples Phone data plan, on PPC WM 5.0. Can you please share your knowledge on the following:
* Does the Panda card have an English langauge installation and interface?I know that the box and the hard copy user manual are in Chinese language only. One retailer told me that it includes an English language user manual on PDF. Is this correct? I need English language. Thanks.
* What was your successful installation process. Did you install the app from the CD via active sync first, and then insert the card? Or did you just insert the card and then follow the process on the PDA screen as you list from 1 - 11 below?
* Exactly where does the 'extra dial-string settings' occur on your installation list of 1 - 11 noted below?
* Finally, how good do you find the data speed performance with the Peoples Phone network?

Rogers Canada with Moto Razr
After much struggling and a bit of googling this worked the first time. I do not have a data plan (I pay by use only) so this works with all service levels. The proxy settings seem to make all the difference.
The content of this post is for anyone looking to connect their Pocket PC to a Rogers Wireless (Canada) GPRS Bluetooth phone. Some of this information came from existing Bluetooth/PocketPC posts and some from Rogers. Making it work took a lot of trial and error so hopefully, if this applies to you, this post will help.
Hardware:
Motorola V600 and Motorola Razr v3 (black)
Mo
Dell Axim X30 (Bluetooth with Windows Mobile 2003 SE)
Because the Pocket PC hardware is a little unique I won't get into the Bluetooth connection specifics, but if your Connections settings contains a "Bluetooth Connections" group it should work. If you do not have such a group then your Bluetooth 'Explorer' should have some type of Wizard to set up a new 'Connect to Internet using Phone/Modem' action.
Connection 'Proxy Settings':
'This Network Connects to the Internet' --> Yes
'This Network uses a proxy server to connect to the Internet' --> Yes
[Advanced...]
WAP 208.200.067.151:9201
Secure WAP 208.200.067.151:9203
Connection 'Modem':
Any Name and make sure Bluetooth Dial-up Modem
Number --> *99***3#

The key to connecting with my hardware was to initiate the connection from my Bluetooth 'Manager' not the connection Title Bar icon, this way the bluetooth connection is made first and then the Internet connection. No matter what I tried I could not make the Pocket PC open a bluetooth connection before 'dialing', therefore the 'dial-out' always failed unless I used the Bluetooth connection 'Favorite'.
Hopefully this information helps someone with the same issue. At least it has the correct settings if not the exact steps for your situation.
With these settings I am able to use IE and MSN Messenger, and pop3 email.
Good luck. You now have more information than I had when I started.
