I have read everything...and I mean everything here and I still can't get a tv channel streaming to my PDA.
I know...I know...not this again...
My TV tuner is the the ATI TV Wonder Elite (uses the Theater 550 Processor!)
Everything seems to look like it will work. I can see the tv channel in the input. However, once I hit encode, I don't see the input nor the output as well.
I turn off my firewall and nothing either. I reseted my ZA firewall and that didn't work either. Port 8080 is open... I tried just about every fix I could find here and nothing works!
I need help and willing to stay glued to my computer so I can get this to work today (besides my car is in the shop so I am stuck anway...;))!

Are you trying to connect to it from outside or inside your Home Nework?
If you are trying to connect to the stream from inside the network you have to change you pocket pc's Internet setting from "Internet" to "Work"
Start-->settings-->connections tab-->network cards. Now change it to WORK.
1 more thing. Can you connect to the stream from another pc on your network?

Edit: Ok the audio is working but no video still...
I just checked the other computer and no...it did not even pick up the audio. This computer did when i put it in media player but that doesn't mean anything...

Are you seeing any video in the input and output windows of WME? If not, you may have selected the wrong video input.
The only input option I have (besides capture) is "ATI AVStream Analog Capture"
I see the input (i.e. I see channel 4) once I hit apply. However, when I hit the start encoding button it both the input and output go blank.
I would first try to reinstall the driver for it.
Also (when I still used my old ATI tv tuner, I now have an HD tv tuner) I found it didn't work if I already tried to whatch tv with ATI's software on that boot. In other words, I would reboot my computer, then the first thing I would do is open up WME. This usually worked for me.
Ok did it and still no luck. No video I can just see the audio meter moving...
Now the issue with picking it up from my ppc...
Using a program called Active Ports, I notice that it shows the port (8080) but there is no Local IP nor Remote IP (not sure if that matters) Not sure if that is helpful...

Is there enough bandwidth? Maybe there's just not enough bandwidth to allow it to work.
It could also be a MTU issue allowing the small audio packets to pass but the large video packets to be dropped. You could troubleshoot using Ethereal, but it is pretty hard to understand what's going on. But you could try anyways and post the capture results for others to analyse. Be sure to capture on both the LAN side and the TV side.

Have you tried moving the performance sliders to the left (Tools->Options->Performance)? What version of DirectX runtime do you have installed (latest 9.0c)?
WME doesn't work with all cards. I had to use VideoLAN (using a workaround) to get my Hauppage working. You might want to consider that if you are really stuck. BTW, VideoLAN is free, so you have nothing to lose.

If the audio works, the system is at least able to transcode the audio packets. It could be the codecs, but if playback works, that part should not be the problem. The encoding codec could be at fault, but if WME is installed, the codec should be installed.
Have you tried using a video file for testing?
I wonder if anyone would make a HDTV routing program that works at layer 3 like most normal routers.
Or, if it's a cable connection, the video data could be encrypted so it won't open in WME. A workaround can be used and it would be legal as it's for your own use.
