Question What's the difference?

Between Windows 2003 mobile premium Edition and Windows 2003 mobile 2nd Edition?

do you mean phone edition? (in which case that might answer your question)

I assumed so, since it doesn't seem any different. heh my pda is out of date compared to the latest out there, including Dell aswell. Also the sd is broken, meh its fine as it is.

I believe a couple of vendors called SE "Premium Edition", but I don't think there is any difference.

Nope, 2003 SE isn't 2003 premium edition. 2003 premium edition is the same as 2003(1st edition), except that it's built-in with more applications like TSC, reader, image editor etc. So 2003 premium requires more ROM size(>32MB).
Machines like Ipaq 2210 comes with 2003 premium edition.
