If you need a .NET framework for a program to work, then you'll want to install it.

There is 1.0, 1.1(I think there is), and 2.0.

A program using .NET will require a specific version.
So, you might as well install it when you need it.

eMbedded Visual Tools is for developing software.

Again, for some programs and depending on your OS.
Some OSes have it built in.
I can't rememeber which OS(es) doesn't have it. I believe 2003 and up don't have it built in.

There is a good explanation of the different versions here, no need to duplicate it when a link suffices.

Microsoft VB Runtime for PPC is required to RUN programs written in Visual BASIC for PPC (which is an old version of the eMbedded Visual Tools). Copies of Visual BASIC for PPC 3.0 is freeware.
