if it's a win32 .exe, then I don't believe so. However, you can sometimes use a zip program to open an .exe file and extract it's contents if it is a package. This may allow you to copy the .cab files over.
Not always.. depends on the type of EXE file... I accidentally found this out once when I was looking for a .zip file I had downloaded. Instead of hitting the .zip, I hit the .exe next to it and it was full of other files. Basically, it's just a self-extracting archive, which is why you can do that.
correct, but a lot of PPC installer .exe files are self-extracting files that run a script on where to place the item in the PPC (or for ActiveSync to send it to the PPC), so it may work in this case.
You can go out and get an old win 98 pc. It will run as fine, make sure it has usb ports for the ppc. I sync my axim with a wim 98 sometimes. Works just like xp.
