Sorry - I didn't reply correctly.
Essentially, it will either appear on their site in the software and peripherals section or you have to call and order verbally. In truth though, I'd call. When the upgrade was first announced, it never actually showed up on the site and they were taking orders.
The Dell Canada number is 1-800-WWW-DELL (1-800-999-3355). You can quickly get past all the questions by hitting:

When you call, you'll get a customer receptionist who will ask you what you want to buy - he/she's really just routing your call. Tell them you want to purchase the Windows Mobile 2003 system software upgrade for the Dell Axim. They'll ask if it's personal or business (answer as is appropriate) and then they'll tell you how long a wait you have and put you in the queue. Really, all they want to hear is 'Axim' 'Software' and 'Personal' or 'Business' because that's how they route the calls, so don't make it complicated at this step.
When your call is picked up, repeat what you told the receptionist and they'll either tell you it's not available or take your order.
It's pretty simple. It's just not terribly efficient. :)
