does anyone know where i can get the windows mobile 2002 to 2003 free upgrade.

OS upgrades are customized by the OEM for specific devices. There are no generic OS upgrades for windows mobile devices. Most of these kinds of upgrades were sold by the OEM, and not all windows mobile 2002 devices were ever upgradeable to windows mobile 2003. If you are looking for such an upgrade now, your best bet is to look for it, by device, on eBay.
