Lots of reviews I've seen have a cool title bar like the one in this picture:

Is that done with 3rd party software, or is it a function of WM2003?

This is a 3rd party application
just look around this site or others for things like icbar, wisbar, or pocketblinds. Just search and you'll find everything you need.
