ok just got upgrade cd, popped it into my computer, downloaded setup

i cannot run the setup.exe, when i click on it, nothing happens

this is rediculous, if i cant even get the setup to run, how am i supposed to get it to work, someone please tell me why i cannot run the .exe

why is dell so stupid to not be able to make a simple setup program, they amaze me with axim, then make me laugh with setup program, case, and stylus, and stuff
