Why does my "Switcher" keep disappearing?

This happens to me occasionally, and it's always one of two things.
(1) Whenever I do a soft reset, Switcher Bar is turned off.
(2) When I use Switcher Bar and am ready to close it, I sometimes click "Exit Switcher Bar" when I should have just clicked outside the menu.

You can put Switcher Bar in the start menu from File Explorer so that you don't loose it on a soft reset.
