is there any way to download ppc apps on your storage card from you ppc and install them all from the ppc without having to rely on the computer in order to install all the programs

Yes, there is a free program called Pocket RAR. It allows you to run most .exe (installation) files directly from your PPC, and install them.

I still have a problem
The program lets me unzip them but I still cannot install them due to the constraints of needing a computer to install onto WinCE thru active sync

Well sometimes they have a blue icon (.cab) file with it that you can use to install the program directly from your PPC. Look for it after you unzip the file.

Not all files have this, so you can't install all programs this way.

pocket rar just unpacks the files if they are in a compressed format...only .cab files can be installed on your ppc with out a pc

From what i've seen some programs come in cab. files that allows you to copy the cab. file to your ppc and install them from there. However, there are also those programs out there that require a connection via active sync in order for them to be installed. hmph...
