Hmmm...It wasn't supposed to speed up anything, but it was supposed to have solved problems some folks had with connections, particularly with USB.
According to Beverly Howard, posting in the microsoft.public.pocketpc.activesync usenet group:

An addendum...
Based on history, _unless_ you are having problems with the current
version of activesync you are using, this is one program where I
strongly recommend not installing until the "first use" reports are out
and it has run long enough to prove it's stability in the field.
Thanks to Al, Nitram, Michael and Clinton for taking the first steps
toward that... keep your fingers crossed... (fwiw, we mvp's learned
about this release from the posts here ;-)

3.7.1 is working great for me, so I'll stick with it unless I run into a connectivity issue.
Issues with 3.8 I have seen posted there include:
- Create Mobile Favorites may map incorrectly
- AS not starting upon connection - this occurs when people install 3.8 over 3.7.1. Always uninstall 3.7.1 first!
- Some report Remote Sync and VPN problems
- Some are seeing the following error message when the sync gets to Notes:

Microsoft Outlook

Synchronization cannot be started because you are not able to log on to the
network and access information. Restart your desktop computer and
synchronize again. If the problem persists, contact your network
administrator.

So if you installed it and are having no problems, cool. If you are doing fine with 3.7.1, pass on the update. BTW, there have been no reports of increased sync or transfer speed.
