block a web site when behind a proxy

hi,
How can I block a web site on ce 2003. I installed one firewall software. It works if I connect directly to internet because I can put ip address to its blocking list. But if I am behinding a proxy server, how can I do it?

You need to do the blocking on the machine running the proxy server.

unfortunately, I don't have control to the proxy server. It is public.
