So you want to map a hardware button(s) to open the settings and/or the programs folders. A third party app may do this.

You can create a shortcut and then map a button to that. You create a short cut by tapping and holding on the item you want a shortcut to (the programs folder in this case) in File Explorer. Go to the folder you want the shortcut in, tap and hold, then select Paste Shortcut.
After creating the shortcut, go to Start, Settings, Buttons and map one of your buttons to the new shortcut. | ||||||||||

Well I have SPB pocket plus, but there is no shortcut to Programs or Settings in the Start Menu. My guess is that that there isn't is one.
