Assign EXE or Shortcut to button

For the life of me I can't figure this out. I've got a small utility called BTSwitch.exe that turns Bluetooth on and off. It's only an EXE that I copied over. I want to assing it to the wireless button, but I can't.

When I go to Start-Settings-Buttons, it doesn't show up under the "Assign a Progam" drop down. What's the catch?

go to file explorer. Copy the .exe. go to start menu folder in the windows directory. tap and hold then paste SHORTCUT into the programs folder. Go to settings. Tap buttons. Assign a button to your shortcut.
