I've done searches, and it appears to me that the command and start bars are what they are - untouchable.

All mine shows on the bottom is notification on the left side and contacts on the right. It's a waste the way I use my X51v, but I can't seem to make any changes.

Am I right or am I missing something?

Sure you can modify them. Check in here for the control panel applet.

They are called "Soft Keys" by the way.
