I think you need to purchase the update from Dell. Try asking them about it via online chat.

If you're talking about downgrade, from WM5 to WM 2003 SE, here is the downgrade link.

Please Help with WM5 Mobile
Several Day ago, I was making connections with my home network and using WM5 mobile explorer to surf the internet.
I did some tweaks to speed up my AXIM x51v and sure enough it is blazing now.... except that..... when I try to surf the internet, now, I get the message "Cannot open page because connection is lost."
I know I have a good connection because I can ping sites on www.
Does anyone have a suggestion other than hard reset?

Are you sure that's the exact error message? Also, faulty connection is most likely caused by invalid network configuration. BTW, do you happen to have any third-party wifi manager/utility installed? Try removing them if you do.

GPS fix
The GPS update is available free (assuming you've got the Dell package with Navteq based maps. Go to http://www.navteq.com/updates/updates_handheld.html
and follow the links for Dell products/software updates and download the software patch CAREFULLY.
I had no problems - and it seems to have corrected some of the navigation errors as well.
Still not altogether happy with Windows Mobile 5 though..........

Hmmm...
I see your point - it's not often that us Europeans are favoured over Americans, though, so I reckon there might be something around. I actually got directed to this site by the Dell Helpdesk - yes they WERE helpful! You could always try them...
Sorry I didn't manage to help
