From your PPC install CD install Outlook 2002 (if that's what's included). Then set your Palm to sync to Outlook, making sure you select all your PIM functions to sync.
Next setup your PPC and do an ActiveSync (install Active Sync from your CD or download from Microsoft (free). This sync will transfer all yuor PIM data to the PPC from Outlook. Cuddle your Palm and put it in a draw; feed from time to time with love and longing. | ||||||||

No, that's not possible. There are PPC Palm emulators around, but none can handle syncing PIM data. The method I described above is best, and it does work, I tried it when I migrated from Palm to PPC a year ago.
