Because ZIP was invented there over twenty years ago and quickly became a standard, with RAR appearing only in the late 1990s... and since WinRAR is shareware (you can only use it for 30 days), it never became as popular as the nagware programs like WinZIP. With ZIP support being built into WinXP natively, RAR support in the US has become a moot point even if a lot of other programs support it (like UltimateZIP) because of the Microsoft connection.
RAR compresses better, but the fact that the main client requires registration (and thus money) to continue usage after 30 days, and that it has a clunky interface doesn't endear it to many Internet users on this side of the lake. Between that and the fact that ZIP support is a standard feature of most programs over here, these days... well, it's like Apple versus Microsoft, but the Apple of the pre-Jobs era (aka: pre-iMac); in other words, not at all popular and seen as a niche product.
And yes, PocketRAR does both, which is why I used it myself until I got Resco.
