Cetuner changes colors/fonts of the ui, and is similar to customizing colors/fonts on desktop. Its not free, but with the trial you can change and apply 3 things. Then u have to close and reopen.

You're joking, right? There is is obviously a very simple solution! As I already said - in XP this would be done thru the Display Properties > Appearance
In WM5 there certainly is a registry editing way of doing this - the question is to find it!

If all else fails. You might not have another choice. What so wrong with a hard reset?
Here's a stupid question - do you have a backup from before these changes were made? It's NOT as simple as you make it out to be; it's like adjusting the TCP/IP stack's maximum window and packet size in XP - you need special programs or else to manually edit the TCPIP.SYS file. There is no GUI for this in WM5 - when you adjust things like that, you'll have to dig deep into the registry and often muck about with multiple settings, since the OS wasn't designed with customizability of this sort in mind.
But now I find there's this RED fringe around some pop up dialogs! This is right after hard reset mind you! What is this thing?? How can it appear after the hard reset?!
Or is it red like that by default? Tell me it's normal, please!...
Looks like I'm a little late, but for future reference, yes you can make the changes to the UI simply by editing the registry. See the MSDN article Customizing System Colors for details.
