Yes, but on the PPC, the static settings are made on the network adapter, not the network so once you've used a static setting for one network, you have to manually change it for each subsequent network you try to access. That's why it's ill advised to use it rather than DHCP.
Some of the third party network programs may allow you to set them for individual networks, I just have never investigated those options.
