No, there isn't. You'll either have to change the ROM, install 3rd party software or do a bit of tinkering:

Perhaps he's talking about Asukal's site and software?
http://asukal.seesaa.net/ There's the Bagoj IME for Japanese, as well as the eChinano5 file to allow the Axim to display Japanese, Chinese, and Korean character, IIRC. | |||
