This is going to sound n00bish but aren't all emulators hackable? So why can't someone just reverse engineer the emulator for WM 5 (which is already available for download to the public) and port them to a PocketPC (substituting the neccessary drivers with the ones already present for the current devices)? Appreciate some answers as well as comments

Ummmm maybe its becauseee....
1) It would take a tremendous amount of time and effort 2) Creating drivers will be a trial and error night mare. It's kinna like saying 2+2=4 but you neeed to figure out wat the + does | ||||||
