Start menu...getting "programs" to the top??

Running WM6 on x51v. Have Ilauncher installed and Wisbar advanced. I'm scrolling menus.

Until today's hard reset, I had the "programs" folder at the very top of my start menu bar. Now after the upgrade and reinstall of my software, "programs" is at the very bottom section, along with "settings" and "help".

Maybe a stupid request, but I cannot figure out how i got "programs " up to the top of the menu....anyone know how to accomplish this?

Under Wisbar's settings, there should be a "Start Menu Settings". Is the "Sort Folders to the bottom of the list" unchecked?
