I noticed on the wm6software site where PeraCount is posted there is a screenshot of it in action with a Vista style start button. Is this a theme change or a ROM hack?

Jeff,

This appears to be a Wisbar Advanced 2.x Skin from Lakeridgesoftware called Vista Portable. As an example, I've enclosed a snapshot of my skinned desktop.
