Application file names

So, my company makes a product that blocks applications on Windows Mobile devices by policy. I have a customer that wants to block the entire Settings menu and I found an exe called ctlpnl.exe that I thought was for the Settings Control Panel and attempted to block it but it didn't work. Is there a single exe that controls access to the Settings menu?

you need to edit the registry or look into software which will apply a security policy limiting user access.

Tweaks2K2 has the security feature which will apply a security policy limiting user access.
