Since it runs on programs for windows 2003 se can you install the programs like pocket informant, mem maid, etc on it?

You've got Windows Mobile 2003 for PocketPC Devices.

And you've got Windows Mobile 2003 for Smartphone Devices.

The software you load on the phone needs to be the Smartphone version of the software in order for it to work. Not all manufacturers have Smartphone versions of their software, but there are a whole lot that do.
