Not necessarily, but it is likely to be on its last legs. This happened to me a couple of years ago (hence I bought an X50) and, with nothing to loose, I played around with the unit to get it going again.
The exact route is still a mystery to me; however, I removed the battery for several hours (over night) and used the power cable to power the unit. I then hard reset the unit (without switching it on first) and then hard reset again (without hitting the confirm key after the first reset). Somehow this got the unit to work (before the X50 arrived!)
My X3 still works and is stable.
