You don't need an app. Just go to Start >> Settings >> Today and a list of themes should be right there.

I think he means one that automatically and randomly changes your theme. There is Theme Master, available at http://www.theraggios.com/rpa/ThemeMaster.htm

The demo version is not time-limited, but the random function is not available until you buy the full version for $6.99.

Download Theme Generator from Windows Mobile (it's free).

If you're running ppc03 (as I suspect you will be) the automatic Send to my device option doesn't work.
The Theme Generator will add a folder called My Themes to your pc hard drive. Create your theme, navigate to it via Explorer, copy and paste it to my documents on your Axim.
You can then switch via the Start, Settings, Today options listed above.
