Bluetooth has insufficient driver memory error
I have 64MB main memory of which about 20MB is free for storage and 20MB for programs. I have only used 1.5MB of Built in storage because I have largely used the storage card which has 88MB free.
Would someone be kind enough to explain to me why my bluetooth will not work please? How much memory does bluetooth need? Maybe I have lost some software, what makes it work?

Built in Storage has nothing to do with the memory needed for BT. The main thing is how much Program Memory you have (part of Main Memory). In order to clear your Main Memory make sure:

1. You soft reset device before enabling BT.
2. You are properly closing apps (and not just minimizing them.) You can use the built-in Switcher app or get a third party app such as Spb Pocket Plus, Magic Button or Wisbar Advanced.
3. You regularly clean out temp files. A utlity such as MemMaid or SKTools is helpful, but you can manually clean out Internet temp files by going to Tools - Options.

20MB is free for storage and 20MB for programs in main memory. I have been using Supercleaner to delete temporary files and I stop running programs in settings/system/memory/running programs then do a soft reset.
What else could be going wrong please?

I find this problem sometimes when the BT radio is turned off without exiting the BT Manager. When you launch the BT Manager it turns on the radio automatically. If you turn off the radio while you still have the BT Manager running it could cause a problem the next time you try to launch the BT Manager since it things it is already running.

The best way to get around the issue is doing a soft reset. Then when you have the BT radio running make sure you stop the BT Manager before disabling the radio.

BT manager will not run. It just reports the memory error.

Did you do the soft reset? If so then I suspect you have some 3rd Party software on your PPC that is causing a conflict with the BT Manager. However it is difficult to determine what that is. If a soft reset is unsuccessful I would recommend the following:

1. Do a full backup of your PPC.
2. Hard reset your PPC.
3. After the hard reset determine if you can start the BT Manager.
4. If successful then restore your backup. Soft reset and try the BT Manager again.

Strange as it may sound this has happened to me before where I had to hard reset. Then everything worked even after I restored from my backup.

Basically process of elimination. After a hard reset only restore your PIM information. Then reload your apps one at a time. In between each install test your BT Manager and continue with your apps until the BT Manager breaks.
