If the backup file was created as an executible file, then you'll be able to restore the file without reinstalling Sprite backup to your pocket pc. You can search the contents of your storage card for a file like that - it should have an .exe file extension on it.
If the backup file was not created as an executable file, you'll need to reinstall Sprite backup to your device (the same version that was originally installed to it). I doubt you'll be able to download the application from Sprite's website, since you were probably using a much older version of Sprite on the device than what is currently available on Sprite's website. I'm not sure that the most current version of Sprite can be used to restore from an older version backup file.
If the application was installed through ActiveSync on your computer, then you might be able to reinstall it from the ActiveSync application - the installation files for pocket pc applications are usually retained on the computer from which they were installed. If that is the case, you can open up ActiveSync on your computer, select Tools > Add/Remove programs > and look for Sprite Backup.
