Okay, I got it in the end. Though with a minor sacrifice. I can now connect to the Internet and browse shared folders through Bluetooth on my PDA. This is what I did:
Network Interfaces on desktop machine

Cable Broadband Internet NIC (Network Interface Card):
IP, Default Gateway & DNS - DHCP (Obtained automatically from ISP)
Enabled Internet Connection Sharing (ICS) with Bluetooth USB Adapter set as home network device.
Bluetooth USB Adapter on desktop machine:
IP: 192.168.0.1
Default gateway: not specified (leave blank)
DNS: set to what the above NIC is given (use "ipconfig /all" in DOS to find)
Enable Network Access service (profile) for Bluetooth USB adapter and make sure it is set to "Allow other devices to access the Internet/LAN via this computer."
Network configuration on PDA

Bluetooth PAN User Driver:
IP: 192.168.0.11 (This can be anything other than 192.168.0.1 as this address is being used by the Bluetooth USB adapter plugged into the desktop machine)
Default Gateway: 192.168.0.1
DNS: 192.168.0.1
This configuration was specified after "discovering" and pairing with the Network Access service running on the desktop machine.
What was the sacrifice?
Well I already used ICS to connect my other desktop machine to the Internet. Now I have to choose between connecting the PDA or the desktop .. I can't seem to get both to be part of the network at the same time. I believe there is a program called NAT32 which allows this to be over come but I haven't yet tried it.
Anyone know how I could achieve this without purchasing any more hardware (routers, access points, etc.) ?
