Your Program [sic] memory is where your PPC Operating System is and BIS is the little bit left over for you to use. In the case of a hard reset stuff in the BIS should be safe.
ROM is stable memory and RAM is dynamic, reset your device and anything in the RAM will disappear (not a softreset).

Your RAM is devided between Program memory & Storage
41.42MB + 21.85MB = 63.27 MB (~64MB)
You ROM is used by the operating system and the built-in apps (word, excel, ...etc)
You have access to a small portion of the ROM to store your own files, and that's the buil-in storage part

Main Memory is RAM. It is divided automatically by the OS into "Storage" (where programs can be stored) and "Program" where running programs are loaded. RAM is volatile and all its contens will be lost after a hard reset or total power failure (a soft reset will not lose the RAM contents). To avoid the loss of programs stored in Main Memory it is vital to backup.
ROM is non-volatile and its contents can never be lost, It also is divided into two, one part containing the OS and what is left over is Built-in Storage. Because this is non-volatile it is a very good place to store you backups, although thay can equally well be stored on your SD card (SD Cards and CF Cards are also non-volatils and their contsnte will not be lost)
I have a select few apps installed in BIS (built-in storage). There can be a potential downfall to this. On several occasions, the last being a few days ago, when I uninstalled an app from BIS, it whacked the entire BIS folder. The only way to get it back was to restore it from my most recent backup. So, be advised that you could loose the entire folder during the uninstall process. Not saying it will, but it's happened to me several times.

This is one of the most interesting and important posts I have read for some time. The other day someone was asking how to clear his BIS !!
I have an X5, so my BIS is somewhat limited. I use it for storing Sprite Backup files and even then they have to be compressed to fit in. I never use it to store anything else. It seems I was right - but that was pure luck !! :)
I install all my programs on BIS unless it has to be on the main memory. I have never had a problem with it. The more RAM you have free the faster/smoother your axim will run. If nothin else, get a SD card and install the programs on that but i recommend not installing on main memory unless it is required.

Main memory for SPB Pocket PLUS 2.1 and any other program that need to load at startup or has a today plug-in component that you use.

The so called "limited" number of uses is at least 100,000 ! Unless you aim to live to 247 it is not an issue !!
Virtually all software is installed from a download. I don't know of any PDA software that is supploed on a CD. It is installed via a ActiveSync.
A soft reset will not lose you anything. To avoid losing the contents of your Main Memory after a hard reset or total power failure it is very important to back up frequently. You can do this using the built in Backup Data utility buy Sprite Backup (Premium Edition) is very much better in many respects.
Thanks for the all the advice. I'm used to the server world where you rebuild, install then restore. The notion that the entire app is kept in a backup is something I'll have to get used to.
I cannot THANK you enough for this thread. I have had my Dell Axim X30 for a couple of weeks and just now picked up a 256MB SD Card for it. I was playing with file associations (RESCO File Explorer) and other applications and this morning I realized that for some reason my Axim was showing me 64MB in the first memory screen, but only 30.88MB in the Built In Storage screen and the Axim Self Diagnostic tool and the System Information screens were saying I only had 32MB of RAM and 64MB of ROM, and I was getting very confused and VERY IRATE at DELL Technicians. They were explaining that the RAM was split in half - half for the OS - and that my Axim was telling me correctly. I was understanding their concept but still SOMETHING should have said 64MB total out there.
I had too much stuff in my RAM and it was leaving me only about 4MB on Storage as well as Programs, and nothing would run very well, and so I learned the difference between a soft and hard reset today as well. I dont like the hard reset. EVERYTHING was lost.
This is exactly what I needed to read though. The difference between the RAM and the ROM and how I know which is which. So far I have only installed a few programs but I have not seen how I choose to install in BIS rather than RAM, or to the SD Card instead of RAM. How do I do that? I have only seen the installer programs puts it into RAM and that is just where it goes. I would love to move PocketDIVX and RESCO File Explorer 2003 over.
