Looking into this a bit further: If I go to Settings, Sounds & Notifications and select Notifications then back to Sounds the flashing power LED stops but not for long. It usually restarts after about 1 minute. I did think that it was starting on the clock changing but this is not always true.
Check your notification queue - you'll probably find some duplication or erroneous notifications there that can be deleted. You'll need to install some software like Memmaid or SKTOOLS to view then contents of the notifications queue. See this link for more information:

Thanks Julie, I have loaded ScareyBear Check Notifications and if I stop the lamp flashing by switching between Notifications and Sounds I get 10 events in the queue but no duplicates. Then when the lamp starts to flash again (about a minute later) I get 11 events. The new one being Application: SCRIPT:0x00061fb0. Does this suggest where the problem lies?
It seems this notification could be causing this light to flash continuously. I don't really know what the Script notifications are related to, but I've got several of them in my pocket pc's notification queue, and my power light does not flash continuously.
It seems to me that there is some application on your pocket pc that is provoking this notification.

I'm wondering about using a hard reset. I know there is a lot of forum help on resets but I haven't seen any mention of re-installing from the Axim CD. The problem is that I don't have the WM2003SE CD. Apart from my data and programs I've loaded, what gets lost in a hard reset, WM2003, PIE, Word, Excel, Active Sync, Odyssey Client? Do I need the CD or is all that stuff permanently held in ROM?
I have done a back-up to SD.
If you perform a hard reset, the pocket pc will be restored to its factory settings. Any applications you've installed to it, your files and settings will be removed and you'll need to reinstall those applications and set up your connections again. But any software that was preinstalled on the pocket pc will be fine since those things are part of ROM.
The stuff that's usually on the CD is ActiveSync, documentation and trial software. I'm not sure about Odyssey Client though. On IPAQs that software is included on the CD and must be installed by the user, but I think Axims already have Odyssey Client installed as part of the ROM.

That seems rather strange to me. In my windows mobile 2003se pocket pc, there are no Script items at all, but there are some in my WM5.0 pocket pc. I just deleted the ones there that looked like time and date related ones. We'll see if that messes anything up for me.
What software have you installed to your pocket pc?

Thanks for experimenting with your WM5 machine. I don't think the programs I've installed are revelant as the problem existed prior to me doing anything to it.
The previous owner was a medical doctor and there are/were remnants of applications that he had used.
HandyHeart (Showed up in registry check. Now deleted)
SOTI Pocket Controller (Still present)
iSilo (Still Present)
Terminal Services Client (Still Present)
MS Extended DST Update
It also had Skype installed when I got it but I have unistalled it and moved it to SD card.
Other applications that I have installed are:
MS .NET (now uninstalled)
WiFiFoFum (Now unistalled)
FTXBrowser (Now uninstalled)
Macromedia Flash 7 (Now uninstalled)
Total Commander (Now uninstalled)
Opera Mobile
XNView
PeekPocket
Real Player
TCMP
TCMP FLV plugin
Batti
vBar
cLaunch
GSFinder
GSPlayer
Clear Temp
LookMobile
PQView
MS Free42 Binary
HP35
acbPowerMeter
acbToggleBT
acbTaskMan
Adobe Acrobat Reader 1.0

If you have a used Ax and have never done a Hard Reset it would be worthwhile.
It's always best to get rid of all that the previous owner has done to the device.
You say you have made a backup, but be aware that restoring from a backup may restore the problem as well.
A hard reset and rebuild of your system is a great way to get things running the way you want them and get rid of any junk.
Look at all the programs you use and make sure you have all the info that you will require to reinstall them. Registration codes etc...
If you can, make a collection of the .cab files of all your programs on an SD card, this way you can reinstall any when you are on the move.
Once you have done the Hard Reset you can install the programs you want. As Julie says, all the preinstalled programs will be there already in the ROM.
It is also a good idea to take your time reinstalling, add one or two programs at a time and use them for a while to see if they cause any problems, this way you might identify the one that is causing your problem.

Thanks Box. That does sound like good advice. My fear of the hard reset has been due to the lack of the Axim CD and not knowing, for sure, which applications are safely stored in ROM.
Yeah, a hard reset is the first thing I would do if I got a used pocket pc. Over time, with constant use and installing and uninstalling software, the registry gets messed up. A hard reset sets things straight. You'll probably be surprised at how much more space you have and how much faster things are after a hard reset.

Well I finally plucked up the courage to hard reset my X30 and have now discovered what was causing the power lamp to flash. It was David Andrs Batti 2.1. Rather strangely, if you select "Show icon in top bar" the power lamp just flashes regardless.
I would like to thank all who responded to this thread but I can't figure out how to trigger the thanks mechanism in the forum.
